Blue Tongue is a solid budget hotel near Phnom Penh's central market area. The location puts it a short walk from the main tourist area, but not too far to be inconvenient. Blue Tongue is a simple hotel, but it covers all the basics well.
I had a superior room for my stay. The top-floor room appeared to be the smallest one they had. It didn't have a desk or a luggage rack, but that appears to be a limit of the smaller rooms. There was a large wardrobe as well as a television and a refrigerator (stocked only with water). The bathroom was also small, with a rainshower head in the middle of the room, between the sink and the toilet. Wireless Internet was available throughout the hotel.
Outside the room, the only hotel facility is the restaurant, which occupies the entire ground floor. In fact, the reception counter is all a part of the drinks counter for the restaurant. There's really nothing in the way of a formal lobby, so if you want to sit down you use the restaurant tables.
The included breakfast was rather basic but satisfied well enough. You essentially had the option of toast with your choice of eggs, and coffee.

Rooms feature air conditioning, hot and cold water, wireless Internet, color televisions with a wide range of international channels, and refrigerator.
Pluses: Good value for money.
Minuses: None, really, keeping in mind that this is a budget hotel.
